Every stRH at the snapshot is one ticket. The seed is committed before the snapshot, the ticket tree is published and walked on chain, the seed is revealed, and a block hash fixed after the reveal completes the draw: winning ticket = keccak256(seed, settle block hash, draw id) mod total tickets. The keeper walks the tree and submits the winner's leaf; settle and the voids are open to anyone.
